149.11   GRIEVANCE PROCEDURE.
   (a)   Definitions.
      (1)   “Council Committee.” Appropriate three member committee for this department.
      (2)   “Immediate supervisor.” The person having immediate supervisory responsibility of the grieved.
   (b)   Description of a grievance. A grievance develops if an employee feels that he/she has been mistreated in his/her job assignment.
   (c)   Hours of grievance activities. All grievance processing and investigating activities shall be conducted outside the hours of the regular working day.
      (1)   Step One.  The grieved shall first discuss such grievance with his/her immediate supervisor. This meeting shall be held within ten working days following the act or condition which is the basis of the grievance. If such grievance is not brought to the immediate supervisor within ten working days, the grievance no longer exists.
      (2)   Step Two.  If this discussion does not resolve the grievance to the satisfaction of the grieved, the grieved shall have the right to lodge a written grievance with the chairman of the committee that oversees the department. If this grievance is not lodged within ten working days following Step One, the grievance no longer exists.
      (3)   Step Three. If the committee's decision does not answer the grieved or address the grievance, the grieved may request a hearing in writing within five working days following the completion of Step Two. This hearing shall be with the Mayor, Village Municipal Attorney, and members of the Council Committee who shall take action on the grievance. The actions taken and reasons for the action shall be reduced to writing and copies sent to the grieved, the immediate supervisor, and members of the grievance committee. The action of this committee is final. No reprisals of any kind shall be taken by the Council or Mayor against any grieved or members of the grieved's department.
