(a) Enforcement. Except where otherwise provided, it shall be the duty of the Director of the Permit Authority with the assistance of staff to administer and enforce the provisions of this article.
(b) Obstructing permit authority. No person shall willfully obstruct anyone with the authority to enforce who is engaged in the performance of official duties from performing such official duties.
