(a) Number of members. Said Commission shall consist of five members: three members shall be residents of said city; one member shall reside outside of city limits, but within three miles of the corporate limits of said city; and one member shall be considered at-large.
(b) Appointments. The members of said Commission shall be appointed by the Mayor and confirmed by the City Council.
(c) Term of office. The members of the Commission first appointed shall serve respectively for terms of one, two and three years, divided equally or as nearly equal as possible between these terms as one, two and three years. Thereafter members shall be appointed for terms of three years each. Vacancies shall be appointed for the unexpired term only.
(d) Salaries. Members of the Commission shall serve without compensation for their services.
