The fee for a building permit shall be as set by the governing body, however, no fee shall be required to obtain a permit where the total estimated cost, the reasonable value of all services, labor and materials required, as set by the governing body. The fee herein shall be paid to the City Clerk upon obtaining a building permit and the same shall be credited to the General Operating Fund of the city.
