(A) The utility may establish a budget billing program to allow customers to voluntarily pay their utility bills in equal monthly amounts. The program will be for residential customers and small commercial customers that employ less than five persons.
(B) The fees, costs, and time lines will be pursuant to applicable law, and all other rules and regulations for this program will be promulgated by the utility.
