§ 50.20 CONNECTIONS.
   (A)   Qualifications. In order to be considered for receiving utility services, a customer must demonstrate to the city’s satisfaction that:
      (1)   If new construction or location of the connection is changed, the location of the connection has been approved by the city prior to seeking the connection;
      (2)   The customer qualifies under any other criteria as established by applicable law, ordinance, or regulation;
      (3)   The customer has no outstanding bill owed to the utility or any other utility provider;
      (4)   All connection deposits have been paid; and
      (5)   The customer has an ownership or other contractual interest in the improvement to be served by the utility services.
   (B)   Prohibitions.
      (1)   Utility services will not be provided without required permits.
      (2)   Any connection to utility services without required permits will be considered fraud and the services will be disconnected.
