(A) Failure to pay a storm water user fee when due shall constitute a violation of this chapter, and shall be enforced by the city and such persons as the city may appoint for such purpose, and also shall include the cost of recovery, including attorney fees, other costs of collection, and recording fees.
(B) All ordinances or parts of ordinances in conflict herewith hereby are repealed. The invalidity of any section, clause, sentence, or provision of this chapter shall not affect the validity of any other part of this chapter that can be given effect without such invalid part or parts.
(C) This chapter shall be in full force and effect 30 days after its passage, approval, recordings, and publications as provided by law.
