Storm water user fee rates are designed to recover and provide funds to pay the costs of rendering storm water service to the users of the storm water system(s), and shall be the basis for assessment of the city's storm water user fee. These storm water user rates are established to maintain adequate fund reserves to provide for reasonably expected variations in the costs of providing services, as well as variations in the demand for services. These rates shall be evaluated annually as to sufficiency to satisfy the needs of the city.
