(A) Any person who or entity that, after having been served notice pursuant to this Chapter and to Indiana Code 36-7-9, fails to complete the ordered repair, removal, or abatement within the time ordered by the Enforcement Authority shall be fined consistent with Indiana Code 36-7-9-28, which fine shall be in addition to any other costs and expenses for which the person or entity may be liable pursuant to this Chapter and Indiana Code 36-7-9:
