(A) In furtherance of the promotion of the health, safety, and welfare of the citizens of, and visitors to the city, Humphrey's Park will be closed from the hours of 12:00 a.m. until 4:00 a.m.
(B) Except for Fourth of July activities; person(s) renting the shelter houses or community building located in Humphrey's Park; person(s) present in the park to carry out activities related to special events calendared by the city; the city park personnel; state, county, or city personnel accessing the park for maintenance or work; or any other special event of the city, no person shall loiter, park, or make use of Humphrey's Park's recreational equipment or facilities from the hours of 12:00 a.m. until 4:00 a.m.
