Any landowner whose property harbors an environmental nuisance, a pubhc nuisance, abandoned vehicles, junk, junk car(s), graffiti, debris, or rank weeds and vegetation which exceed six inches, which does not fall within the scope of Chapter 150 of the Code, shall be issued a violation notice in accordance with this Chapter.
