It is unlawful for a person to erect or cause to be erected, contrive or cause to be engineered, cause or contribute to the cause, continue or permit to continue, maintain or fail to remedy, or permit to exist any pubhc health nuisance, environmental pubhc nuisance, abandoned vehicles, junk, junk cars, graffiti, debris, weeds, and other rank vegetation, or litter within the City, as defined by the laws of the State of Indiana and this Chapter.
