(A) Any person who allows the accumulation or existence of combustible material which constitutes or contributes to a fire shall not be excused from responsibility on the basis that the fire was accidental or an act of God. This section is to be considered in conjunction with Ordinance # 2005-1 Blighted Property and §§ 97.15 et seq.
(B) The person in possession of property and the landowner, where open burning in violation of this chapter and its regulations occurs, shall both be prima facie liable for the violation.
