§ 90.01 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context indicates or requires a different meaning.
   AT LARGE. Off the premises of the owner and not under the control of the owner or a member of his or her immediate family either by leash, cord chain or under reasonable control of some competent person.
   DOG. Both male and female.
   DOMESTIC ANIMAL. Both male and female. DOMESTIC ANIMAL shall include: dogs, felines, horse, mare, colt, mule, jackass, jenny, bull, cow, ox, calf, goat, sheep or swine, chickens or fowls.
   HARBORING. Any person who shall suffer or permit any dog to frequent or remain on or within his or her house, building, premises or enclosure shall be deemed to be HARBORING the dog within the meaning of this chapter.
   OWNER. Any person keeping or harboring a dog.
   UNDER RESTRAINT. A person shall be deemed to have an animal UNDER RESTRAINT when the animal is so confined by a building, fence, rope, chain or leash that is sufficient to maintain the animal within the enclosure or confinement of the person responsible for the animal.
