SECTION 12.03. CODE OF CONDUCT.

Within one (1) year of this Charter’s adoption, the City Council shall cause a code of conduct for all elected, appointed, and hired officials and employees of the City to be established. Such code shall be based on concepts of professionalism, ethics, and will of the people. Further, such code shall include the appropriate responses to violations of its provisions.
