SECTION 5.05.  INITIATIVE.
   Any ordinance may be proposed by a petition to the City Council. The Council may pass the ordinance as petitioned thereby not requiring the ordinance to be submitted to the voters. If the Council fails to enact the ordinance as petitioned within sixty (60) days after the final determination of sufficiency of the petition, the ordinance as petitioned shall be placed on a ballot as determined by Section 5.03. If an election is held and a majority of those voting on the ordinance vote in its favor, it shall become effective thirty (30) days after certification of the election unless the ordinance specifies a later effective date.
