SECTION 3.12.  SECRETARY OF COUNCIL.
   The City Clerk shall act as Secretary of the Council. He/she shall keep a journal of Council proceedings and perform such other duties as this Charter or the Council may require. The Council may designate any other City official or employee except the City Administrator or a Council Member to act as Secretary of the Council.
