Every proposed ordinance shall be presented in writing and read in full before adoption, unless the reading is dispensed with by unanimous consent of the Council. No ordinance shall contain more than one (1) subject. Such subject shall be clearly expressed in its title. The enacting clause shall be: “The Council of Lino Lakes ordains”. No ordinance except an emergency ordinance, shall be adopted at a meeting at which it is introduced and at least fourteen (14) days shall elapse between its introduction and final adoption.
