§ 1008.11 ABUSE OR MUTILATION OF PUBLIC TREES.
   (1)   Unless specifically authorized by the city forester, no person shall intentionally damage, cut, carve, transplant or remove any tree; attach any rope, wire nails, advertising posters, or other contrivance to any tree, allow any gaseous liquid or solid substance which is harmful to trees to come in contact with them; or set fire or permit any fire to burn when the fire or the heat thereof will injure any portion of any tree.
   (2)   It shall be an unlawful practice for any person, firm or city department to top any street tree, park tree or other tree on public property without authorization from the city forester.
   (3)   Topping can be defined as severe cutting back of a branch to a stub.
