(1) Whenever any subdivision of land that qualifies as a minor subdivision as outlined in § 1001.076 is proposed and before any permit for the erection of a structure on the proposed subdivision shall be granted, the subdividing owner or his or her authorized agent shall file an application and secure approval of a minor subdivision.

(2) The minor subdivision application shall be considered to be officially submitted when the Community Development Department has received and examined the application and has determined that the application is complete. The application is complete if the fee and processing escrow and all information required by this chapter for a minor subdivision application have been submitted.
