The Council finds that by reason of deterioration, rain, snow or other climatic conditions, city streets at certain times may be seriously damaged or destroyed unless the use of vehicles thereon is prohibited or the permissible weights thereof reduced. The purpose of this chapter is to protect city streets by closing them or restricting weights of vehicles used thereon when necessary.
