(1) Licenses renewed under provisions of this chapter shall be classified according to the number of billable transactions submitted annually to the Lino Lakes Police Department during the 12-month period ending September 30 prior to renewal. The classifications shall be:
(a) Class A - Licensees that submitted 400 or more transactions; or
(b) Class B - Licensees that submitted fewer than 400 transactions.
(2) All new licenses issued pursuant to this chapter after January 1, 2000, shall be deemed to be Class A licenses and subject to all applicable fees and regulations.
