Notwithstanding the provisions of § 601.06, a large assembly license may be revoked by the Council at any time if any of the conditions or requirements of this chapter are not complied with, or if any condition or requirement previously met ceases to be complied with; provided that the applicant shall be given reasonable notice as may be possible of any pending action on revocation, the reasons therefor, and the time and place of the Council meeting at which revocation shall be considered. The applicant shall be given an opportunity to be heard by the Council at that meeting.
