No person shall permit, maintain, promote, conduct, advertise, act as entrepreneur, undertake, organize, manage or sell or give tickets for or to a large assembly, whether on public or private property, unless a license to hold the large assembly has been issued by the Council. A license for a large assembly shall permit any person to engage in any lawful activity in connection with the holding of the large assembly. A separate license shall be required for each day and for each location of a large assembly.
