(1) Driver's license. A taxicab driver's license shall not be issued to any person who does not hold a valid Minnesota driver's license.
(2) Investigation. Prior to the issuance of any taxicab driver's license, the Chief of Police shall investigate the applicant and shall furnish the Council with a report of the results of the investigation, together with his or her recommendation as to whether a license should be issued to the applicant.
