(1) Required. No person shall operate or permit a vehicle owned or controlled by him or her to be operated as a taxicab upon the streets of the city unless:
(a) He or she has been issued a certificate of convenience pursuant to § 603.03(1); and
(b) A taxicab license has been issued for each taxicab to be operated, pursuant to § 603.03(2).
(2) Exception. A taxicab licensed to operate in any other municipality may carry passengers from the municipality where licensed to any place within the city and may receive passengers for carriage to the municipality where licensed; but owners and drivers of the vehicles shall not be permitted to solicit business or otherwise operate as a taxicab on the streets of Lino Lakes without possessing the certificate and license required by this chapter.
