§ 401.26 ACCOUNTS, HOW KEPT.
   All accounts shall be kept by the house and street number and under the account number assigned thereto and by the name of the owner or of the person signing the application for service. All bills and notices shall be sent to the house or street number of the property. If non-resident owners or agents desire personal notice sent to a different address, they shall file an application therefor with the city. Any error in address shall be promptly reported to the city.
