All piping connections from curb box to house supply piping shall be made under the supervision of a plumber or a water-sewer installer, subject to inspection by the Utilities Department. Any person, firm or corporation so engaged by the city shall furnish a surety bond in the amount of $5,000 and will be required to file with the city a certificate of insurance evidencing coverage, the sufficiency of which shall be determined by the city, before a permit shall be issued. The requirement for a surety bond shall not apply to a person licensed as a plumber or journeyman by the state.
