If, from any cause, the plumber or contractor laying the service pipe should fail to have the connection made at the time specified in his or her application, notice must be given the Utilities Department fixing another day on which he or she wishes to make connection. The notice must be given at least two days previous to the excavation for laying of the service pipe, and the connection must be made before 4:30 p.m., except in special cases, and then the work shall be done only upon a written order from the Utilities Department.
