Before any grading or excavation is started, the water shut off box shall be located and checked for damage by the Utilities Department at the time a connection permit is issued. If the shut off box cannot be located or is found bent or in a damaged condition, the plumbing inspector is to be called at once. The contractor assumes all responsibility for damage to shut off boxes unless the Utilities Department certifies that damage existed before excavation or grading started.
