(1) Permit fee. A permit must be obtained to connect to the existing water service leads at the curb box and interior plumbing. The fee for the permit shall be established in the city fee schedule.

(2) Added charges. Additional charges shall be paid at the time of making application for tapping and making connections with the water mains where a curb box and service lead is not installed, which charges shall be as follows:
(a) In case the installation is to be in an unsurfaced street:
1. One-inch service connection, to be determined in the city fee schedule; and
2. This charge shall include the tapping of the water main, the installation of the service line and the installation of the curb stop and box.
(b) In case the installation is to be upon a surfaced street, the following shall apply: there shall be a fee set by the Administrator, after consultation with the city engineer, in an amount sufficient to provide for restoration of a higher type street. All back fill materials shall be mechanically compacted in 12-inch layers to the density of the adjacent material in the roadway area, in accordance with Minnesota Highway Department standard specifications to the existing street grade;
(c) For all connections larger than one inch, the amount to be charged shall be fixed by the engineer based upon the estimated cost of installing the service; and
(d) The city shall install, or have installed, all service connections from the water main to the property line. Payment for service connections must be made before the work is started.
(3) Returned service. For turning on water where service has been turned off for violation of any provision of this chapter, a service charge of $10 will be made. If turned on after normal working hours, the charge shall be $25.
