The city shall not approve a joint powers agreement that:
(1) Provides public safety services (police or fire);
(2) Creates a Joint Powers Board; and
(3) Requires financial contributions from the city, unless the city’s voting power on the Joint Powers Board relative to the other Board members is proportional to the city financial obligations relative to the other Board members.
