The Board shall establish regular meeting dates and shall hold at least one regular meeting each month. Special meetings may be called by any two members of the Board upon three days written notice to all members. The Commission shall establish rules of procedure as may be deemed necessary. The Board shall select a chairperson, vice-chairperson and secretary from its membership who shall serve for terms of one year, beginning January 1, of each year.
