§ 202.02 PRESIDING OFFICER - APPOINTMENT. 
   The Mayor shall preside at all meetings of the Council. In the absence of the Mayor, the Acting Mayor shall preside. In the absence of both, the Council members shall elect a member as temporary chairperson. The Acting Mayor shall have the same privileges as other members.
