(A) In the event of over double the average of six months’ usage, when requested by the affected account holder, the city will allow for financial relief as set forth herein:
(1) An averaging of the previous six months’ water usage will be made to determine an average monthly use; and
(2) The account holder will be charged double the six-month average monthly usage cost.
(B) Financial relief shall only be allowed one time per calendar year without Board of Aldermen approval. Any additional requests must be made to the Board of Aldermen for consideration and approval.
