(A) All users shall be billed monthly. Payments are due when billings are made and shall be considered delinquent if not paid by the fifteenth day of the month of the billing.
(B) A late payment penalty of 10% of the user charge bill will be added to each delinquent bill for each 30 days of delinquency. Service to customers whose bills remain unpaid by the twenty-second of the month of the billing, shall be shut-off unless prior arrangements have been made with the City Clerk or his or her designated agent. Reconnection fees, as shown in Exhibit F of Ord. 12-001, shall be paid before service is restored.
(C) Every landlord shall be jointly and severally liable with the occupant for utility services. However, in no case shall a landlord be responsible for more than three months’ utility service charges, plus reconnection fees, if any. The landlord shall be notified of past due accounts.
