§ 51.35  COSTS OF INSTALLATION/CONNECTION.
   (A)   All costs and expenses incident to the installation of the service line and connection to the public water system shall be borne by the owner. The owner shall indemnify the city from any loss or damage that may directly or indirectly be occasioned by the installation of the water service.
   (B)   A separate and independent service connection shall be provided for every building.
