(A) It shall be the responsibility of persons owning rental property to advise the City Clerk of the tenants’ names and addresses and whether the owner or the tenant will be paying the monthly water bills.
(B) If the tenant who has been paying the water bills fails to pay, or moves leaving a delinquent account, and that tenant cannot be located for extraction of payment, then it shall become the property owner’s responsibility to pay for all water consumed on the premises.
