(A) This is the top administrative position for the Police Department, and the Chief of Police is responsible to the Mayor and/or City Administrator and the Board of Aldermen.
(B) The Chief of Police will be in full uniform at all times when on duty.
(C) This position requires the ability to plan, control, train, and budget utilizing humanistic, technical, and conceptual skills.
(D) Knowledge of federal, state, and city laws are necessary to provide police services without violation of people’s rights and causing undue liability by enforcing city ordinances.
(E) The maximum shift hours in a day that may be scheduled for the Chief of Police is 12 hours, unless prior written approval is made by the Mayor. The Chief of Police may schedule his or her shift between the hours of 6:00 a.m. to 12:00 p.m. No hours will be permitted between 12:00 a.m. to 6:00 a.m., except at the discretion of the Mayor.
(F) The Chief of Police will notify dispatch when coming on duty and ending duty; this is to include administrative time as well as patrol time.
(G) The Chief of Police will work holidays on rotation with other officers.
(H) Because of the current size of the city and the Police Department, the Chief of Police’s job is to be considered a working position. At least one-half of the Chief of Police’s time is to be spent on patrol duty.
(I) Maintain co-operation, communication, and a good working relationship with other city departments and attend meetings as required.
(J) Maintain a good working relationship with other police and law enforcement agencies in the area, including prosecutors, probation, water patrol, and the lake area drug task force regarding crime control, prevention, and successful prosecution.
(K) Formulate Department policies and rules, updating the standard operating manual as needed and submit to the Mayor and Board of Aldermen for approval.
(L) Prepare annual budget, control spending, and authorize expenditures up to $300. Expenditures over $300 must be presented to the Board of Aldermen for approval.
(M) Taking into consideration safety, oversee maintenance of all equipment, including service and replacement.
(N) Keep a current inventory of all Police Department equipment, supplies, and materials and maintain the required system or methods for replacing and resupplying said equipment, supplies, and materials.
(O) Identify, apply for, and administer any and all police grants for the benefit of the city.
(P) Taking into consideration the size and general population of the city, perform whatever task as needed to maintain a safe and progressive working environment for the city.
(Q) Attend information meetings, organizational hearings, educational functions/facilities, and/or service organizations for the purpose of explaining and promoting the function and mission of the city’s Police Department.
(R) The position of the Chief of Police is to be considered full-time employment. Any additional employment by any other agencies, government bodies, or private institutions, whether part-time or full-time, paid or unpaid, must be approved by the Mayor and Board of Aldermen.
(S) Identify, interview, and screen applicants for the positions of full-time, part-time, and reserve police officers for the city.
(T) The Chief of Police shall approve by signature all activity and time sheets. All time sheets are to be approved, signed, and submitted to the Mayor by noon on Monday of the pay week.
(U) Develop and maintain the duty roster of all officers, including the Chief of the Police Department. Said roster should identify the total officer coverage of the city on a week period and shall be prepared and posted at least one week before the beginning of the four-week period.
(V) Maintain and control the inventory of all evidence regarding criminal prosecution as well as the primary control of a secured evidence locker or facility for the safe and secure storage of all evidence.
(W) Time spent on charity events, walk/runs only counts as time worked if in full uniform.
(X) A city vehicle is to be used for all city business trips. Use of personal vehicle will not be allowed unless written authorization is received from the Mayor.
