§ 30.05  TRAFFIC ENGINEER.
   (A)   The Chief of Police is hereby designated to serve as the City Traffic Engineer in addition to his or her other functions and duties, and he or she shall exercise the powers and duties with respect to traffic as provided in RSMo. Chapter 300.
   (B)   He or she shall determine the installation and maintenance of traffic control devices and signs, conduct analysis of traffic accidents and devise remedial measures, conduct investigations of traffic conditions, plan the operation of traffic on city streets and highways of the city, and cooperate with the Board of Aldermen in the development of ways and means to improve traffic conditions.
   (C)   He or she shall receive complaints having to do with all traffic matters and shall recommend to the Board of Aldermen ways to improve or resolve such matters.
   (D)   He or she may place and maintain such additional traffic control devices as he or she may deem necessary to regulate, guide, or warn traffic.
   (E)   He or she is empowered to make regulations necessary to make effective provisions of the traffic ordinances of the city and to make and enforce temporary and experimental regulations to cover emergencies or special conditions. No such temporary or experimental regulation shall remain in effect for more than 90 days without approval by the Board of Aldermen.
