Where an application for a floodplain development permit or request for a variance from the floodplain management regulations is denied by the City Clerk, the applicant may apply for such floodplain development permit or variance directly to the Board of Aldermen, as defined in § 152.40. The Board of Aldermen shall hear and decide appeals when it is alleged that there is an error in any requirement, decision, or determination made by the City Clerk in the enforcement or administration of this chapter.
