§ 110.18  LICENSE EXEMPTIONS.
   (A)   Rummage sales shall be exempt from licenses. Any person holding a rummage sale more than four periods per year, each period not to exceed three days and with each period not to be consecutive three-day periods, shall be declared to be a merchant and shall buy an appropriate license and locate his or her business in a properly zoned area. Set-up and breakdown for each rummage sale shall be limited to 24 hours before and after the sales.
   (B)   Farmers and their employees and all other producers and their employees are exempt from the licensing and fee provisions of this subchapter when selling agricultural products and produce from a wagon, cart, or vehicle that such farmers or producers have themselves raised or produced in accordance with RSMo. § 71.630, as amended.
   (C)   Veterinarians (for veterinary services only) are exempt from the licensing and fee provisions of this subchapter in accordance with RSMo. § 340.214, as amended.
   (D)   Businesses from outside the city limits whose work within the city is completed in 30 days or less are exempt from licensing.
   (E)   Delivery services for any property purchased or acquired in good faith from a place of business outside the city where no intent is shown to exist or evade the provisions of this subchapter are exempt from licensing.
   (F)   A no fee honorary license may be issued at the direction of the Board of Aldermen to any individual who is disabled, handicapped, or 70 years or more of age, and operates his or her own service business, in lieu of the above described business license. Such license shall remain in good standing from the time it is passed until the individual is no longer in business, unless revoked for cause. Any individual who is qualified for such license may only have one in his or her possession at any given time, regardless of the number of businesses that individual owns and operates. If more than one license is needed for an individual, the second must be a business license.
