§ 110.13  LICENSE YEAR; WHEN FEES ARE PAID; EXPIRATION.
   (A)   Except as otherwise specifically provided by this subchapter, the year upon which fees are based for all business licenses shall coincide with the calendar year starting on January 1 and ending on December 31. License fees for renewals shall be invoiced and shall be due and payable on or before the last day of the first month of each license year.
   (B)   All licenses, except as otherwise specifically provided for in this subchapter, shall expire if the renewal fee is not paid in full within the period provided for in division (A) above. A license which is not paid in full by such date is delinquent and such business or occupation will be deemed unlicensed and fall under the strict enforcement of this subchapter.
