It shall be the duty of every person owning, leasing, occupying, or having charge of any premises in the city to maintain such premises; and such person shall not permit such premisesto be kept or maintained in any manner causing substantial diminution in the value of other property in the neighborhood in which such premises are located, nor cause, keep, or permit any nuisance thereon.
