§ 90.14  BITING ANIMALS.
   (A)   Any animal that bites a human being shall be turned over to a licensed veterinarian for observation as to the existence of rabies for a time prescribed by said licensed veterinarian and under no circumstances shall the offending animal be destroyed by anyone until such observation is complete. Expenses of keeping the animal during observation shall be paid by the person owning, controlling, harboring, possessing, or having the management or care of said animal.
   (B)   No person shall destroy a biting animal without submitting it for observation or shall refuse to deliver up to the Police Department his or her animal when requested to do so when said Police Department shall have reasonable grounds to believe that a person has been bitten by said animal.
