(A) It shall be unlawful for the owner of any dog, cat, or other animal to fail to restrain said dog, cat, or other animal from running at large at any time within the corporate limits of the city.
(B) Any animal found running at large shall be impounded. An animal running at large is hereby declared to be a public nuisance and it shall be the duty of the city’s Police Department or other city employee to abate the nuisance. Nothing contained herein shall be construed to authorize the city employee to enter into a dwelling of a person.
