SCHEDULE I.  NO PARKING ZONES.
   (A)   Parking prohibited in certain places. No person shall stop, stand, or park a vehicle, except when necessary to avoid conflict with other traffic or in compliance with the law of the direction of a police officer or traffic-control device, in any of the following places:
      (1)   On a sidewalk;
      (2)   Within 15 feet of a fire hydrant;
      (3)   Within 30 feet upon the approach to any flashing beacon, stop sign, or traffic-control signal, unless the traffic authority shall indicate a different length by signs or markings;
      (4)   Between a safety zone and the adjacent curb or within 30 feet of points on the curb immediately opposite the ends of a safety zone, unless the traffic authority shall indicate a different length by signs or markings;
      (5)   Within 20 feet in either direction of the driveway entrance to any fire station, and on the side of a street opposite the entrance to any fire station, within 75 feet of such entrance (when properly signposted or marked);
      (6)   Alongside or opposite any street excavation or obstruction when stopping, standing, or parking would obstruct traffic;
      (7)   On the roadway side of any vehicle stopped or parked at the edge or curb of a street or highway;
      (8)   Upon any bridge or other elevated structure upon a highway;
      (9)   At any place where official signs prohibit stopping, standing, or parking;
      (10)   Within ten feet in each direction from any mailbox used for rural delivery;
      (11)   Except as otherwise provided in this division (A),  every vehicle stopped or parked upon any roadway or street where there are adjacent curbs shall be stopped or parked with the right-hand wheels of such vehicle parallel to and within 18 inches of the right-hand curb. Where curbs do not exist, such stopping or parking shall be completed in such manner as to leave the necessary paved travelway plus one foot on each side available as a freeway; and
      (12)   Parking within three feet of driveway or alley. It shall be unlawful for the driver of any vehicle to park such vehicle at any time within three feet of any public or private driveway or alley within the city.
   (B)   No parking zones. Parking is prohibited at all times in the following locations:
      (1)   Any other street, road, or alleyway as may, from time to time, be temporarily designated as no parking zones;
      (2)   Both sides of North Lake Street from 206 North Lake Street to end of pavement;
      (3)   East side of North Locust Street from the first alleyway to East Walnut Street;
      (4)   East side of South Lake Street from Valley Drive to South Locust Street; and
      (5)   West side of West Valley Drive from 102 West Valley Drive to State Highway 54.
