§ 72.43  SPEEDING AND SIGNAGE.
   (A)   Every person operating a vehicle on the highways, streets, or alleys of this municipality shall exercise the highest degree of care under the conditions then and there existing.
   (B)   The speed limitations duly posted in speed limit zones, or otherwise shall not apply to authorized emergency vehicles when responding to emergency calls and the drivers thereof have flashing light in operation or audible signal by bell, siren, or exhaust whistle. This provision shall not relieve the driver of an authorized emergency vehicle from the duty of driving with due regard for the safety of all persons using the highways, streets, or alleys, nor shall it protect the driver of any such vehicle from the consequences of a reckless disregard of the person, property, life and limb of others. Legally authorized emergency vehicles operating in and through this municipality shall be only those stipulated and defined by law under RSMo. § 304.022.
   (C)   (1)   Whenever a zone in which maximum speed at which a vehicle may be driven shall have been prescribed by ordinance, the officer of the city, acting as City Traffic Engineer shall cause appropriate signs to be placed in conspicuous positions on the street or part thereof embraced by such zone. Every such sign shall show maximum speed in letters and numerals against a contrasting background, and each of the numerals shall be at least five inches high. Such signs shall be placed at such intervals from the beginning to the end of the zone as to be reasonably sufficient to inform drivers of vehicles of the speed limit. An appropriate sign calling a driver’s attention to the fact that he or she is approaching a limited speed zone may be placed in an appropriate place or places. Nothing in this subsection shall be so construed as to prevent the enforcement of speed limitations prescribed for specified general districts of the city, whether or not maximum speed signs are placed or maintained in such districts.
      (2)   The maximum speed limit on that portion of State Route Y within the corporate limits of the city is hereby reduced to 40 mph.
