No person shall be appointed or employed as a regular police officer of the department who shall have been convicted of, or against whom any indictment or information may be pending for any offense, the punishment for which may be confinement in any penitentiary, nor shall any person be so appointed who is of notoriously bad character or is not able to read or write the English language or who does not possess ordinary physical courage.
