Any member of the police department who shall neglect to perform any duty required of him by the ordinances of the town, or who shall fail to abide by the rules and regulations of the police department, or who shall in the discharge of his official duty be guilty of any fraud, extortion, oppression, favoritism or wilful wrong or injustice shall, upon conviction thereof in the municipal court, in addition to any other penalty or punishment imposed by law, be punished by the fine as established in title 1, chapter 4 of this code.
